Do people with more visible veins (veins showing on their arms, neck, etc.) generally have healthier blood?
No, just have less fat and more muscle in that area. (that's what makes the veins visible) Also you have good blood flow.

Question. I have noticed some ugly veins coming up just under the skin. There is a pinkish-purplish knot of tiny veins on my face and then I have some larger bluish veins just behind my knees and near my ankles.
